Waterfront Management Plans
Waterfront Management Plans - Why?
The Village of Saranac Lake is moving forward on the development of a Local Waterfront Revitalization Plan. We fondly refer to it as the LWRP. Many people have asked what this is and why we would spend our efforts on this project.
A LWRP is a locally prepared, comprehensive land and water use plan for a community's natural, public, working waterfront. It provides a comprehensive framework within which critical coastal issues can be addressed. In partnership with the New York State, Department of State, Division of Coastal Resources, a municipality develops community consensus regarding the future of its waterfront and refines state coastal policies to reflect local conditions and circumstances. Once approved by the New York Secretary of State and the federal Office of Coastal Resources Management, the LWRP serves to coordinate state and federal actions needed to achieve the community's goals for its waterfront.
A LWRP may contain a number of components addressing issues important to the community, including: Waterfront redevelopment; Public access; Water quality protection; Historic maritime resource protection; Harbor management; Erosion hazards management; and Habitat restoration.
Each LWRP must indicate what local implementation measures are needed, specific projects that will advance the program, and state and federal agency actions necessary for the program's success.
The benefits of a LWRP can be stated in four ways:
CLEAR DIRECTION - A LWRP reflects community consensus regarding use of its waterfront, as such it can significantly increase a communities ability to attract appropriate development that will take best advantage of and respect the unique cultural and natural characteristics of its waterfront.
TECHNICAL ASSISTANCE - A LWRP establishes a long-term partnership between local government and the state, providing a source of technical assistance to prepare and implement a local program.
STATE AND FEDERAL CONSISTENCY - State and federal permitting, funding and direct actions must be consistent with an approved LWRP. This "consistency" provision is a strong tool that helps ensure all government levels work in unison to build a stronger economy and a healthier waterfront environment.
FINANCIAL ASSISTANCE - A LWRP presents a unified vision for the waterfront; it therefore, increases a community's chances to obtain public and private funding for waterfront projects. Funding for both the development and implementation of LWRP is available from the New York State Environmental Protection Fund.
There are 19 local citizens serving on an Advisory Committee charged with overseeing the development of this plan. Those citizens are: Jim Ammon, John Banta, Jim Connelly, Bob Cooper, Ron DeLair, Steve Doxson, Bill Ferguson, Cindi Garso, Nora Lanigan, Jeff Leavitt, Ed Lewis, Barbara Martin, Susan Martin, Debbie McDonnell, Debbie Neill, Aggie Pelletieri, Ed Randig, John Single, Phil Wolfe. The consultants for this project are Tracey Clothier and Jim Martin from the LA Group. Finally, our Department of State representative is Kevin Millington.
A public meeting is scheduled for Wednesday, January 17th to discuss our findings to date and to gather input from community members. If you are interested in sharing your ideas for the waterfront, please plan to attend the meeting. If you would like additional information, contact any advisory committee member or the community development office at 891-0490. E-mail is welcome at slcomdev@adelphia.net BE A PART OF THIS VISION PROCESS!!
